Greaton Development Pty Ltd, the current holders of a 99-year lease over the Adelaide General Post office, 141 King William Street, Adelaide, South Australia, 5000, proposes the adaptive reuse of the building as a hotel.

The proposed works were determined to be a “controlled action” under section 26 (protection of the environment from actions on and outside of Commonwealth land affecting the land) of the Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act). The proposal required assessment of “preliminary documentation” and approval under the EPBC Act by the Minister for the Department of the Environment and Energy.
In accordance with section 95A (3) of the EPBC Act, the preliminary documentation for the proposed action was made available for public comment from 26 June 2019 until 10 July 2019 by Lovell Chen Pty Ltd, on behalf of the leaseholders Greaton Development Pty Ltd. No written public submissions or comments were received.
Pursuant to section 95B (3 and 4) of the EPBC Act, notification by letter confirming that no public submissions were received is available at the link below. In addition, the preliminary documentation has again been made available for 10 business days between 23 July 2019 and 5 August 2019. This is provided for information purposes only, as the final date for providing comment has passed.
The following is provided as background: The project was referred to the DE&E in 2015 proposing the adaption of the GPO and the adjacent telephone exchange as retail and office spaces. This project has since been varied and the information provided in the original referral is out of date. A request for a variation was made in 2015 to exclude the works to the telephone exchange from the original referral on the grounds that no part of the exchange building would be located within the Commonwealth Land and the works would have no adverse impact on the identified Commonwealth Heritage Values of the GPO. The variation was accepted by the Department in 2016.

Since the initial referral, the scope of the proposed works and proposed use of the building have changed. It is now proposed to adapt the building as a hotel. A new design was submitted to the State Planning Commission under, South Australia’s Planning, Development and Infrastructure Act 2016 in December 2017, reflecting this change and a permit was issued for the works.
